California C-7 Low Voltage Systems Contractor License Guide

The California C-7 Low Voltage Systems Contractor license is a specialty classification for contractors who install, service, and maintain qualifying communication and low-voltage systems.
Under CSLB’s official definition, C-7 systems must be energy limited and cannot exceed 91 volts. The classification includes systems such as telephone, sound, cable television, closed-circuit video, satellite dish antennas, instrumentation and temperature controls, and low-voltage landscape lighting.
Important: Low-voltage fire alarm systems are specifically excluded from the C-7 classification.
Scope of C-7 Licensed Work
C-7 contractors work with a variety of low-voltage communication and electronic systems used in residential and commercial buildings.
Depending on the project and system, C-7 work may include:
- Telephone and communication systems
- Data and network cabling
- Sound and audio/video systems
- Closed-circuit video systems
- Satellite systems
- Fiber-optic systems
- Instrumentation and temperature controls
- Building automation systems
- IP networking and VoIP systems
- Low-voltage landscape lighting
The current C-7 examination also covers installation and configuration of telephone, data, CCTV, instrumentation, battery systems, audio/video, fiber-optic systems, building automation, and IP networking.
What C-7 Does Not Include
A particularly important limitation is fire alarm work.
CSLB expressly states:
“Low voltage fire alarm systems are specifically not included in this section.”
So contractors should not assume that because a fire alarm system operates at low voltage, it automatically falls within the C-7 classification.
Importance of the C-7 License
Obtaining a C-7 license allows contractors to legally contract for qualifying low-voltage work when a California contractor license is required.
It can also help contractors pursue work involving communication infrastructure, networking, audio/video systems, building automation, and other technologies that fall within the C-7 scope.
As low-voltage technology becomes increasingly important in residential and commercial construction, understanding the exact boundaries of the C-7 classification is important for both licensing and compliance.
What Is on the C-7 License Exam?
According to CSLB’s current C-7 Low Voltage Systems examination study guide, the trade exam is divided into seven major sections:
- Job Planning and Design — 18%
- Material Selection and Estimation — 15%
- Wire/Cable Installation and Termination — 12%
- Systems Configuration and Installation — 16%
- Testing and Project Closeout — 17%
- System Troubleshooting, Repairs, or Replacements — 7%
- Safety — 15%
The percentages are approximate.
The C-7 trade examination is closed book and multiple choice. CSLB’s official study guide includes examination topics, sample questions, and recommended study resources.
Preparing for the C-7 Exam
A good study plan should cover both technical knowledge and exam strategy.
Focus on:
- Planning wire routes and equipment locations
- Selecting appropriate materials and equipment
- Installing and terminating cable
- Configuring low-voltage systems
- Testing completed systems
- Troubleshooting and repairs
- Applicable codes and industry standards
- Cal/OSHA requirements and jobsite safety

Finalizing Your C-7 License
Passing the C-7 exam is an important step, but additional requirements must be completed before CSLB can issue an active license.
Depending on your situation, final requirements may include:
- Paying the initial license fee
- Filing the required $25,000 contractor license bond
- Providing workers’ compensation insurance or a valid exemption, when applicable
- Completing other CSLB license-issuance requirements
General liability insurance is not universally required by CSLB for every C-7 contractor, although contractors may choose or be contractually required to carry coverage depending on their business and projects.
Advancing Your Career With a C-7 License
Once licensed, C-7 contractors can continue developing their business by:
- Staying current with new low-voltage technologies
- Reviewing changes to codes and industry standards
- Networking with general contractors and other construction professionals
- Expanding expertise in networking, fiber optics, building automation, and communication systems
- Adding other CSLB classifications when appropriate for services outside the C-7 scope
The most important thing is to remain within the legal scope of the C-7 classification. Low voltage does not automatically mean C-7, and fire alarm systems are a clear example of work CSLB specifically excludes.
